Job Description

1. Introduction
The core business of Europol is to receive, exchange and analyse information and intelligence with the aim of supporting EU Member States in combating serious and organised crime across the European Union. Working within an established legal framework, Europol is a centre of excellence for information exchange and analysis.
Europol is a dynamic multicultural and multi-professional organisation and provides an environment which presents many challenges and opportunities. We are currently looking for skilled and experienced applicants to join our team in the Information Management Unit.
1.1. The Information Management & Technology Department of Europol
The Information Management and Technology Department (IMT) is responsible for developing information management and communication policy. Its role is to deliver a clear strategy for ensuring criminal information and intelligence exchange between Member States.
The main task of the Department is to implement and maintain information systems to facilitate collecting and exchanging information and intelligence according to the EUROPOL Convention.
The IMT consists of seven units, each with specific competencies and responsibilities.
1.2. The Information Management Unit
The core business of the Information Management Unit (IMT4) is to provide operational and administrative support to the Information System of Europol, information management within the organisation and, in particular, to develop and deliver products associated with:

  • Information system management;
  • Information exchange support;
  • New information strategies;
  • Knowledge management.
The Information Management Unit is responsible for information management within Europol. Information management comprises all the disciplines related to managing data as a valuable resource: the development and execution of architectures, policies, practices and procedures that properly manage the full data lifecycle needs of the organisation.
The Information Management Unit aims at achieving a smooth information flow as well as identifying the data available in and outside Europol to enhance efficient combating and prevention of organised crime.

2.3 Purpose of the post
The post holder will be expected to contribute to the development of Europol’s partnership strategies for Forensic Integration (FIS) and Crime Scene Tools (CSTS) and provide advice and guidance, with a view to developing a more co-ordinated approach to the various different elements and activities associated with forensic science and intelligence in law enforcement.
The First Officer may be required to represent the Organisation at official fora and meetings and to undertake any other duties assigned to the officer relating to the work of the unit.
2.4 Main responsibilities and tasks
Under the authority of the Head of Unit the post holder in particular will have to:
  • Develop and promote conceptions of forensic intelligence;
  • Develop and promote strategies for forensic integration and crime scene tools;
  • Design and implement forensic intelligence related projects;
  • Provide data flow, structure and quality analyses related to forensics;
  • Contribute to the daily work of the Information Management Unit in providing advice and guidance on the relevant fields of competence across the organisation;
  • Prepare and present policy papers or reports as required in the relevant fields of competence;
  • Provide specialised training and briefings;
  • Participate in design and implementation of specialised tasks in information management.


Requirements

2.5 Formal requirements
The post holder should:

  • be a national of one of the EU Member States and comply with each of the requirements set out in Article 24 of the Europol Staff Regulations;
  • have an academic level or equivalent;
  • have at least 10 years of practical working experience relevant for the post, of which at least 5 years of practical working experience on forensic intelligence and/or crime scene tools;
  • be familiar with office automation techniques and products in general and Microsoft Office applications in particular;
  • have knowledge of at least two official EU languages, including a fluent oral and written command of English.
2.6 Specific skills and competencies required
The post holder should have relevant knowledge and experience in:
  • forensic intelligence related matters, both at strategic and practical levels,
development and management of law enforcement forensic databases,
  • policy drafting and implementation of legally binding regulations,
working in a multi-cultural environment;
  • have several years of experience in the handling of classified information; a security clearance procedure at national level to the level corresponding to Europol Secret will be required of successful candidate;
  • have analytical capacity to quickly explore and summarise complex issues;
  • be capable to provide training and coaching;
  • be able to co-operate with different agencies and units (internal and external);
  • have basic knowledge of project management, preferably Prince 2 methodology;
  • be able to predict the effects of complex problems and issues in order to take appropriate action;
  • have very good organisational and interpersonal communication skills;
  • have a constructive and positive attitude;
  • have a high level of initiative, creativity and co-operation.

3. Salary

  • Scale: 6
  • The basic salary is EUR 5.562,82
  • In addition, when relevant, family allowances can be granted:
- 5% of the basic salary – household allowance;
- EUR 275,59 - per dependant child;
- EUR 898,69 – expatriation allowance
  • Social contributions and taxes have to be deducted from the above mentioned amount.
