Job Description

    1. Purpose of the post The main purpose of the post is to support the Head of Unit in providing guidance to Europol Staff in the areas of Data Protection and Confidentiality. The post holder will be member of a team that provides good practice on correct data handling and invigilates data processing standards within Europol in order to safeguard against liability arising from improper usage of personal data. Furthermore the First Officer may be required to represent the organisation at official for and meetings and to undertake any duties assigned to him relation to the work of the unit. 2. Tasks and Responsibilities The successful applicant will have to:
  • give advice and guidance on the lawfulness and compliance with provisions of the Europol Convention and its implementing regulations related to data processing and data protection across the organisation;
  • participate in the development of policies related to data protection and confidentiality;
  • support the Data Protection Officer in the liaison with the Joint Supervisory Body and National Supervisory Bodies;
  • participate in the dissemination of good practice relating to proper handling of Law Enforcement information through specialized training and awareness briefings;
  • prepare data protection audit reports as required;
  • participate in negotiations on Europol’s international co-operation agreements in the relevant fields of competence;
  • undertake Audit reviews related to Europol databases;
  • assist to the development and promoting of strategies for the protection of information;
  • prepare answers to inform data subjects of their rights at their request.


    3. Requirements 3.1 General requirements (Art. 24 of the Europol Staff Regulations) The post holder should:
  • be a national of one of the Members States of the European Union (Article 24 of Staff Regulation);
  • possess a law degree obtained from a recognised university in one of the Member States of the European Union;
  • have a good knowledge of at least two official EU languages, including excellent English oral and writing skills. 3.2 Specific skills and competencies required for the post: The post holder should have: a. Professional experience: Essential:
  • have a minimum of 5 years of working experience of which at least 3 years are relevant for the post. Desirable:
  • have work experience in an EU-related institution or an institution in one of the Member States in the area of data protection, preferably in the field of law enforcement;. b. Professional knowledge: Essential:
  • have a profound knowledge in data protection;
  • have knowledge of laws and regulations on confidentiality and data protection issues in an international environment;
  • be familiar with office automation techniques and products in general and Microsoft Office applications in particular;
  • an understanding of the international law enforcement community in general and structures of the European Union, its policies and activities particular in the area of data protection; Desirable:
  • have experience in policy drafting and implementation of legally binding regulations; c. Social skills and competencies: Essential:
  • good organisational skills;
  • analytical capacity to quickly explore and summarise complex issues;
  • basic knowledge of project management in the aspect of dealing with sensitive information;
  • ability to predict the effects of complex challenges and issues in order to take appropriate action;
  • skills in providing specialized trainings and awareness briefings;
  • skills in data protection audit and risk assessment;
  • the ability to represent Europol as speaker on relevant topics within the Member States and at international conferences. Desirable:
  • Experience in the following area would be an asset: handling of law enforcement information in accordance with confidentiality requirements and criteria for classification established by Law Enforcement authorities.

    4. Salary Scale: 6 The basic salary is EUR 5736,61 (tax deductions and social contributions within Europol amount to approximately 8-10%) In addition, when relevant, family allowances can be granted:
  • 5% of the basic salary – household allowance;
  • EUR 284.20 (net) - per dependant child;
  • EUR 926,77 (net) – expatriation allowance Additional benefits (annual trip home, education, rent and other allowances, excellent health insurance, etc.)
