Job Description

Within the ICT department, the IMT Systems Lifecycle Management Unit will have 19 members of staff in 2007. This unit is responsible for the software architecture of the organization’s applications and for the development of web- and client-server applications, as well as for the operational management of production database, web and other application servers.
The successful applicant will have to:

• Enhance the end-user experience of the current Document Management System by devising and suggesting technical solutions to recurring issues;
  
• Provide competent technical support to the collaboration engineers in charge of the definition and implementation of key organisational business processes related to information and document management;
  
• Assess the technical impact and validate the compatibility of internal IT change management processes in relation to the existing Document Management System;
  
• Provide competent technical support to the internal Helpdesk on Document Management System related matters;
  
• Carry out the fine tuning of the existing Document Management System while ensuring availability and consistency of the resources to the end-users;
  
• Liaise with external suppliers on specific technical aspects.
  
• Participate in the development and configuration of internal systems based on Microsoft SharePoint products and technologies;
  
• Participate in the development of internal systems using ASP.NET, C# and other Microsoft .NET technology

Requirements

The post holder must:

• Be nationals of one of the EU Member States and comply with each of the requirements set out in Article 24 of the Europol Staff Regulations;
  
• Have working knowledge of at least two official languages of the EU, including English
  
• Have Completed study in computer science (equivalent to a bachelor’s degree);
  
• Have at least 3 years of IT experience and proficiency in one or more of the following positions:
  

o Product manger for Electronic Content Management Systems or Document Management Systems
o Database administrator
oSystem administrator
oSoftware Developer

Education & Experience

• Experience in delivering technical support to end users;
  
• Experience in managing the administration of complex, large and interconnected systems deployed over a MS-Windows based infrastructure;
  
• Experience in customisations of MS-Office products;
  
• Experience in administering and maintaining highly available database systems;
  
• Basic experience in developing and maintaining Web applications;
  

Hummingbird or OpenText certifications will be considered an asset.

Technical skills

• Proven experience in the delivery and support of Electronic Content Management systems;
  
• Specific knowledge of and experience with large scale and/or multi site deployments of document management systems based on Hummingbird Enterprise 2004 or OpenText technology;
  
• Knowledge of and experience in the administration and basic maintenance of MS-SQL 2000 (or higher) database systems;
  
• Solid knowledge of and experience with database query language (SQL);
  
• Knowledge of and experience with database modelling principles and representations;
  
• Knowledge of basic software engineering principles;
  
• Knowledge of and experience with customisations of MS-Office products using VBA and VBScript;
  
• Knowledge of and experience with development and customisations of web-based applications and services using ASP.NET and C#;
  
• Basic knowledge of various UML products (Use cases, Class and Sequence Diagrams);
  
• Basic knowledge of Microsoft Windows Server operating systems and administrative tools.
  

General skills

• High level of initiative, creativity, flexibility and co-operation within and across departments;
  
• Good communication, organisational and presentation skills;
  
• Ability to work under pressure

Company offers

Scale: 8, basic salary EUR 4 005,27 (tax deduction in Europol is approx. 8% - 10%)
In addition, when relevant, family allowances can be granted:

• 5% of the basic salary – household allowance;
  
• EUR 280,00 (net) per dependant child;
  
• EUR 608,70 (net) – expatriation allowance
  
• Additional benefits (annual trip home, education, rent and other allowances, excellent health insurance, etc).
  

Social contributions and taxes (8% - 10%) have to be deducted from the above-mentioned amounts.
