Job Description

The main purpose of the post is to act as technical lead with regard to software development projects.
The selected candidate will be involved in designing and developing applications supporting Europol’s business. The successful candidate will act as lead developer within the development team and collaborate closely with the project managers, the requirement and the test teams.


Requirements

Tasks and Responsibilities -
The successful applicant will have to carry out the following main duties:
Translate requirements (use-cases) into detailed and accurate solution design specifications, adequate for software development or customisation of standard software products;
Design architectural blueprints for software solutions including infrastructure related aspects;
Act as technical coordinator of assigned projects;
Estimate, plan and coordinate development activities of a team of developers;
Manage changing requirements and continuously keep technical documentation synchronised and up to date;

Actively participate in continuously improving the methods and techniques deployed in the unit for Software Engineering;

Ensure the delivered end-products successfully pass acceptance tests, participating if necessary in user acceptance testing;

Participate in User Interface design and usability testing;

Contribute to data modelling design.

Contribute to writing handover and operational maintenance documentation;

Support the handover of projects to the operational unit;

3. Requirements


3.1 General requirements (Art. 24 of the Europol Staff Regulations)


The post holder should:



be a national of one of the Member States of the European Union and enjoy full rights as a citizen

have completed a university study in computer science, a related science or appropriate professional experience;

have minimum 8 years of experience in large scale software development of which, a minimum of, 3 years as technical lead;

have an excellent oral and written command of at least two official languages of the European Union, including English

Good organisational and analytical skills;

High sense of professionalism.



3.2 Specific skills and competencies required for the post:


The post holder should have:


a. Professional experience:


Essential:


A minimum of 10 years of work experience and proficiency in software development;

A minimum of 3 years as a lead developer or technical coordinator of development teams (minimum of 3 developers)

A minimum of 3 years experience with iterative software development methodologies

A minimum of 5 years experience with Java technologies (J2EE framework)



Desirable:



Experience with Microsoft technologies (.NET framework)

Experience gained in both custom-software developed projects and integration projects

Experience of working in an international environment

Experience with structured software engineering processes

Experience with software engineering methodologies (e.g. MSF, Scrum, Rational Unified Process, Test-driven development, Agile development);

Experience in the use of Visual Studio Team System development environment;

Experience with defining conceptual and physical data models.


b.Professional knowledge:


Essential:



Knowledge of J2EE framework

Knowledge of SOA architecture

Knowledge of Websphere ESB or JBOSS

Knowledge of Microsoft SQL Server

Knowledge of redundancy and high availability technology within a Microsoft environment



Desirable:



Knowledge of Microsoft Visual Studio 2005

Knowledge of Microsoft .NET and C#

Knowledge of Microsoft solutions Framework methodology (MSF)

Knowledge of Microsoft Clustering

Knowledge of Microsoft SharePoint

Knowledge of Microsoft Visual Studio Team Foundation Server



c. Professional skills and competencies:


Essential:

Ability to reach consent among diverging stakeholders;

Ability to effectively communicate complex technical matters to technical and non-technical audiences;

Ability to envisage and describe software solutions addressing complex sets of requirements

Excellent communication skills, both verbally and in writing


Company offers

Salary -


Scale: 6
The basic salary is EUR 5,736.61 (tax deductions and social contributions within Europol amount to approximately 15 – 20 %)


In addition, when relevant, family allowances can be granted:



5% of the basic salary – household allowance;

EUR 284.20 (net) - per dependant child;

EUR 926,77 (net) – expatriation allowance



Additional benefits (annual trip home, education, rent and other allowances, excellent health insurance, etc.)
Social contributions and taxes have to be deducted from the above mentioned amount.
