Job Description

The Information Management and Technology Department (IMT) comprises of responsibility for Information Management and Information and Communication Technology (ICT). Some 100 staff in 3 out of 6 units are responsible for developing, delivering and maintaining information management and communication technology capabilities that ensure enhanced criminal information exchange between Member States. Under the authority of the Deputy Director, IMT Department, the Head of the ICT Solutions Development Unit (IMT3 with some 30 staff) is responsible for managing the unit in charge of delivering ICT solutions required by the organisation and its stakeholders in 27 EU Member states and beyond. This includes:
  • Delivering new software applications into operations: in-house development, external development, integration/configuration of COTS packages;
  • Maintaining existing applications through updates and new releases;
  • Supporting existing applications through 3rd level support.
Tasks and Responsibilities The successful applicant will have to carry out the following main duties:
  • Manage staff within the unit in a period of organisational transition;
  • Manage human and financial resources; in particular this entails balancing a large ICT budget (one and five year budget plans) with the annual work plan and strategic objectives;
  • Represent ICT within and outside Europol;
  • Contribute towards the definition of Europol ICT strategy, business plan and their execution within the unit in line with the other IMT units;
  • Help further develop the ICT governance framework and promote best practice;
  • Drive ICT work programmes across various units;
  • Lead and manage all activities related to the development of new systems, from requirement analysis through development and testing to release into operations;
  • Lead and manage all activities related to maintenance and support of existing solutions;
  • Ensure alignment of all activities with relevant corporate quality and governance standards, policies and processes (architecture, security, data protection, procurement, financial regulations, etc).


General requirements (Art. 24 of the Europol Staff Regulations) The post holder should:
  • Be a national of one of the Member States of the European Union and enjoy full rights as a citizen;
  • Have an excellent oral and written command of at least two official languages of the European Union, including English;
  • Possess a level of education that corresponds to completed university studies of at least 4 years attested by a diploma, preferably in the Information Technology discipline.
Specific skills and competencies required for the post: The post holder should have: Professional experience: Essential:
  • 12 years or more of relevant IT experience, of which at least 10 years in ICT solutions development and 5 years in a senior management role;
  • Track record of successfully delivered complex ICT solutions with multiple stakeholders;
  • Experience in dealing with multiple sourcing models including internal software development, systems integration and partially, or totally, outsourced development.
  • Management experience in a culturally diverse international environment;
  • Experience of work in a high security and highly regulated environment.
Professional knowledge: Essential:
  • ICT Programme and Project Management;
  • Familiarity with most commonly used development methodologies and in particular iterative methods;
  • Mastery of planning and estimation in coherence with work plans (one and five years) and strategic objectives;
  • In-depth understanding of trends, drivers and segmentations in the ICT market.
  • Knowledge of EU public procurement rules.
Technical skills and competencies: Essential:
  • Sound knowledge of the Microsoft platforms and applications;
  • General knowledge of the J2EE platform;
  • Knowledge of development, testing and configuration management tools.
  • Awareness of standard methodologies: project management (Prince 2), IT development (MSF), architecture, operations (ITIL), security…
Social skills and competencies: Essential:
  • Ability to lead and manage people and processes, and to set direction;
  • Ability to translate strategy into practice;
  • Strong business orientation;
  • Excellent communicator to various technical and non-technical audiences;
  • Excellent negotiation skills;
  • Ability to remain focused and calm under pressure and to handle a heavy work load.

Company offers

Scale: 4 The basic salary is 8.124, 50.
