Directorate Banknotes
The Directorate Banknotes is responsible for organising the design, production and issuance of euro banknotes and for monitoring and coordinating operational banknote activities within the European System of Central Banks (ESCB). Currently, one of the Directorate’s major tasks is the preparation of the second series of euro banknotes.
The Directorate Banknotes is seeking a Head of Division for its Currency Development Division, which is one of two divisions within the Directorate. The Currency Development Division comprises 27 staff members as well as a number of staff seconded from national central banks. It has two sections which perform the following major functions:

  • The Research and Development Section coordinates the design and origination, research and development of security systems for the euro banknotes. In particular, it supports the development of new banknotes for emergency scenarios or future series.
  • The Anti-Counterfeiting Section operates a counterfeit analysis centre for banknotes and a counterfeit monitoring system for banknotes and coins. It manages an International Counterfeit Deterrence Centre which supports the Central Bank Counterfeit Deterrence Group.
The holder of this position will be entrusted with the following main tasks:
  • Contributing actively to the definition and implementation of the mid to long-term strategic planning of the Directorate Banknotes.
  • Managing the Division’s activities and setting divisional goals and work programmes in line with the Directorate’s strategy and planning.
  • Coaching, challenging and empowering the divisional management team to continuously develop their managerial skills in a rapidly changing environment.
  • Fostering a stimulating working atmosphere for staff and managers.
  • Supporting the Director and senior management by ensuring the provision of high quality advice and input for the decision-making process.
  • Guiding the divisional management team and staff members with regard to aspects of the business requiring high levels of technical expertise.
  • Preparing briefing materials and coordinating work on policy issues for the decision-making bodies of the European Central Bank (ECB). The work is carried out within the framework of the European System of Central Banks.
  • Representing the Division and the ECB by participating in international conferences and/or chairing internal and external committees.
  • Establishing effective working relationships with external parties, including research laboratories, universities and manufacturers supplying the Eurosystem.
  • Conducting negotiations regarding contractual and intellectual property rights issues at all levels.


Requirements

Qualifications and experience:
The successful candidate must have the following knowledge and competencies:

  • Advanced university degree in engineering, physics or chemistry or a proven ability to perform the tasks required by the position.
  • A Masters in Business Administration or an equivalent qualification would be an asset.
  • Proven experience of managing teams of technical experts.
  • A minimum of 5 years of leadership and management experience would be desirable.
  • Professional experience of steering high value research, development and/or production projects.
  • The ability to represent the ECB at high level international meetings.
  • A formal project management qualification would be an advantage.
  • Knowledge and experience of managing contracts and intellectual property rights would be a distinct advantage.
  • Professional experience across all stages of the banknote life cycle would be an advantage.
  • Experience of working in a multicultural environment would be an asset.
  • Fluency in English with proven drafting ability.
  • A working knowledge of at least one other official language of the EU.
  • Awareness and interest in the role and functioning of the ECB.
  • Working knowledge of standard MS Office applications (Word, Excel, PowerPoint, Project).
  • Experience of using enterprise resource planning systems, such as SAP, would be an asset.

  • Clear aptitude for developing and coordinating consistent processes, structures and budgets to steer the Division efficiently and effectively.
  • Ability to think strategically, identifying objectives and devising a coherent plan in accordance with the Directorate’s mission and overall strategy.
  • Aptitude for considering and assessing information and providing a balanced perspective when forming policy judgements.
  • Ability to explore the underlying needs of all parties and search for solutions that meet those needs.
  • Ability to bring influence to bear directly and indirectly to convey ideas and implement the most suitable approach.
  • Use of initiative with a view to improving policies, processes, products and decisions.
