Job Description

Appointment to the post is for a fixed period of 5 years with the possibility of prolongation

The PeopleSoft Expert will drive the development and maintenance of the Bank’s IT solutions based on PeopleSoft and other software tools supporting the Human Resources department in order to meet the functional and technology needs of the organisation.

S/he reports to the Head of Division (ARA)
Internal contacts: PeopleSoft team in IT, representatives of Human Resources department using PeopleSoft and other IT Units
External contacts: Software and service providers

The Human Resources part of the PeopleSoft implementation supports most business processes in HR: workforce administration, payroll and pensions, training, recruitment as well as it has extensive self service functionalities.


  • Ensure that IT policies and initiatives in the domain PeopleSoft and other software tools are implemented and key operational processes are run in the most effective and efficient way
  • Execute key IT processes under the supervision and with the support of the Unit Head:
o Take responsibility for, and carry out where appropriate, the maintenance and development of PeopleSoft HCM and other Human Resources software tools
o Analyse and implement possible solutions using PeopleSoft HCM and other Human Resources software tools with respect to the business requirements. Identify the degree to which these can be met without customisation and where justified define the customisation required
o Provide technical expertise for the implementation of new PeopleSoft HCM modules and upgrade projects
o Provide technical expertise to ensure the optimal usage of the PeopleSoft HCM applications
o React quickly to issues and problems by analysing them and proposing solutions
o Prepare and maintain detailed documentation in line with IT’s standards, in collaboration with the users
  • Provide specific advice and recommendations on Information Solutions in the functional areas covered by PeopleSoft HCM and Global Payroll modules if requested, in order to foster optimal usage of IT applications and ensure that applications are conceived, built and managed in line with EIB requirements and EIB/IT standards and methodologies
  • Deal day to day with key external parties (software vendors, providers of outsourced services, peer groups, etc.) in own domain in order to receive a better service and stay abreast of best practice and cooperate with counterparties in client Directorates in the functional areas covered by PeopleSoft HCM and Global Payroll modules



  • Full University degree preferably in computer science or related disciplines
  • At least 3 to 5 years experience in the IT function, of which at least 2 years in the design, development and implementation of PeopleSoft modules supporting Human Resources
  • Excellent technical knowledge of the PeopleSoft architecture and tools, preferably in PeopleTools 8.47 or higher
  • Good functional understanding of PeopleSoft HCM would be an advantage, preferably in HCM version 8.9 or higher
  • Knowledge of project management principles, methods and practices
  • Fluent in English or French and a solid understanding of the other
