Facilitate and drive the development and the regular revision of the ICT strategy, in alignment with the overall organisational strategy.
·Act in a proactive championing role to ensure that the ICT strategy is considered and followed in the core ICT governance and management processes.
·Develop and implement benchmarks and key performance indicators to monitor the performance of the ICT function on all relevant dimensions, and the progress towards the achievement of strategic objectives.
·Perform regular benchmarking of the ICT function, monitor and report on the key performance indicators.
·Coordinate the planning activities of the ICT function, liaising with the organisational planning cycles and standards.
·Monitor the execution of the ICT plans, and provide suitable reports for management information and action.
·Author management reports and assessments on the work of the ICT function as requested by the various management and governance bodies of Europol.
·Define and facilitate an ICT demand and portfolio management process for the effective management of the life-cycle of business demands addressed to the ICT function.
·Define and drive the implementation of a quality management plan for the ICT function, in coordination with the overall organisation-wide quality management function.
·Define, implement, monitor, and continuously review for improvement, ICT governance and management processes and procedures, including in particular those related to project management, which have organisation-wide scope.
·Coordinate, supervise, and quality review the work of staff assigned to the team.
·Perform first line management responsibilities for the junior staff in the team.
·be a national of one of the Members States of the European Union and enjoy full rights as a citizen;
·have a good knowledge of at least two official EU languages, including excellent English oral and writing skills;

·have completed a university master degree, preferably on IT related subjects.
Holding an MBA degree or post-graduate will be considered an advantage.
The post holder should have:
·minimum 10 years of work experience in IT related positions;
·minimum 4 years experience in an IT management role, with a set of responsibilities comparable to those applicable to the post, practised in a medium-to-large size IT organisation;
·proven track record in driving organisational change and quality improvement plans in medium-to-large size IT organisation;
·proven line management experience;
·work experience in a multi-disciplinary, multi-cultural, and international environment.
·work experience in an organisation characterised by complex governance, regulatory requirements and constraints;
·senior manager role in a CIO office, in a staff position directly assisting the CIO, helping him/her elaborate strategies and decisions, and then drive them throughout the IT organisation.
b. Professional knowledge:
·broad sound knowledge of information and communication technologies, including application software, data management, networking and IT infrastructure;
·in-depth understanding of conceptual IT frameworks, standards and architectures, in particular Service Oriented Architectures;
·good knowledge of the IT industry, key vendor profiles and IT market trends, including assessment of sourcing options;
·expertise in IT maturity models, benchmarking and quality management frameworks;
·knowledge of standard IT management and control frameworks such as CMMI, COBIT and ITIL;
·good understanding of the software development lifecycle;
·broad knowledge of project management techniques and methods.
·at least one ITIL certification from an accredited institute;
·expertise in IT financial planning, analysis and benchmarking;
·knowledge of business performance measurement methods and techniques; balance scorecards and key business performance indicators;

·knowledge of Judicial, Law Enforcement or Security organisations and processes, preferably in the context of international cooperation;

The basic salary is EUR 6,694.23 (tax deductions and social contributions within Europol amount to approximately 20-25 %)
In addition, when relevant, family allowances may be granted:
·5% of the basic salary – household allowance;
·EUR 284.20 (net) - per dependant child;
·EUR 926.77 (net) – expatriation allowances.
