1. Introduction The core business of Europol is to receive exchange and analyse information and intelligence with the aim of supporting EU Member States in combating serious and organised crime across the European Union. Working within an established legal framework, Europol is a centre of excellence for information exchange and analysis. Europol is a dynamic multicultural and multi-professional organisation and provides an environment which presents many challenges and opportunities. We are currently looking for skilled and experienced applicants to join our team in The IMT Systems Life Cycle Management Unit. 1.1. Information Management and Technology Department The Information Management and Technology Department is responsible for developing information management and communication policy. It’s role is to deliver a clear strategy for ensuring criminal information and intelligence exchange between member states. The main task of the Information Management and Technology Department is to implement and maintain information systems, to facilitate collecting and exchanging information and intelligence according to the EUROPOL Convention. The Information Management and Technology Department employs 102 people, consists of seven units, each with specific competencies and responsibilities. 1.2. The Systems Life Cycle Management Unit Within the IMT department, the IMT Systems Life Cycle Management Unit will have 13 members of staff in 2006. This unit is responsible for the software architecture of the organization’s applications and for the development of web- and client-server applications, as well as for the operational management of production database- and web-servers. Europol uses innovative and leading edge technologies to enable fast, effective and secure access to, and enrichment of, information in a unique multi-lingual and multi-disciplinary international law enforcement environment. Europol applications are based upon Windows operating systems. The work will take place at Europol in a team-oriented environment. The applicant’s main project will be a major Europol project that has been developed during 2004 and 2005 and is now in production. Further development of new versions and maintenance are planned for the next three years. The project is based on Microsoft .Net technology on a Windows Environment. 2. Job description 2.1. Purpose of the post The Programmer’s role is to write, code, test, and analyze software programs and applications. This includes researching, designing, documenting, and modifying software specifications throughout the production life cycle. The Programmer will also analyze and amend software errors in a timely and accurate fashion, and provide status reports where required. 2.4. Main responsibilities The successful applicant will have to:
  • actively participate as a programmer during application development phases;
  • create unit, performance and other tests;
  • assist the database architects when developing the data model;
  • perform a major part of the project-related technical documentation work;
  • keep requirement changes, system model and work performed by other developers synchronised with each other during the whole software and project lifecycle;
  • create and maintain the specification and design models using UML based diagrams.

    2.5. General requirements The post holder must:
  • be a national of one of the Members States of the European Union (Article 24 of Staff Regulation),
  • completed a study of computer science, a related science or appropriate professional experience,
  • have minimum 3 years of ICT experience and proficiency in similar position,
  • have sound knowledge (oral and written) of, at least two EU official languages, including English. 2.6. Specific skills and competencies required The post holder must have:
  • sound knowledge and experience of Visual Studio .Net, ASP.NET, C#. Experience with other Visual Studio products would be an advantage,
  • detailed knowledge of the .NET framework required,
  • good knowledge of XML,
  • good knowledge of the Transact-SQL language,
  • knowledge of Microsoft Windows XP or Windows 2000 or Windows 2003 Server,
  • knowledge of and experience with MS SQL Server 2000 or 2005 from a development perspective,
  • knowledge of and experience in Object Oriented Software Engineering,
  • sound knowledge and experience of working in multiple-developer based projects and using respective tools like code repositories; experience with automated test tools,
  • good organisational skills,
  • high level of initiative, creativity and co-operation,
  • good communication skills.

    3. Salary
  • Scale: 8
  • The basic salary is EUR 3 942,19
  • In addition, when relevant, family allowances can be granted:     - 5% of the basic salary - household allowance;     - EUR 275,59 per dependant child; - EUR 599,11 – expatriation allowance;
  • Social contributions and taxes have to be deducted from the above-mentioned amounts.
