Job Description
The Senior Advisor will report to the Director General Information Systems and his Deputy. He or she will collaborate closely with DG/IS management and the team in charge of the strategic review and will work on a broad range of issues relating to the implementation of the resultant strategy.
In particular, the Senior Advisor will:
• advise DG/IS senior management on various topics linked to the implementation of the new IS strategy. This would include guidance on best practices used in other organisations when implementing such a strategy;
• coordinate work on all issues linked to the practical implementation and operational consequences of the newly formulated strategy.
Furthermore, the Senior Advisor will be in charge of the small DG-IS IT Skill Development Team which administers and supports IT training to the ECB, as well as competency development and training delivery for the DG Information Systems. In this function, the Senior Advisor will in particular co-ordinate the review of skills and competency needs stemming from the new strategy.
Finally, the Senior Advisor will focus on communication tasks within DG-IS and with respect to its stakeholders, again very much driven by the implementation of the results of the strategic review.

Requirements
Qualifications and experience
• Advanced university degree in computer science, business administration or a related subject, or a proven ability to perform the tasks required by the position.
• Several years of substantial practical experience in developing, shaping and implementing an IS strategy.
• Strong experience of transformation and change management processes within a multicultural environment.
• In-depth knowledge of work processes in an IT environment (development, production, governance), preferably gained through different positions held in an IT department (and/or an IT controlling unit).
• Professional experience and knowledge of the IT landscape in the financial or banking sector would be an asset.
• Experience with skills and competency development would be an advantage.
• Very good command of English with proven drafting ability. A working knowledge of at least one other official language of the EU is also required.
• Familiarity with PC software packages.
